U.S. Congressman. He graduated from the University of West Virginia, in 1883, from it’s law department in 1884, was admitted to the bar and commenced to practice law in Atchison, Kansas, in 1887. He was prosecuting attorney of Atchison County, (1890-92), Mayor of Atchison, in 1894 and judge of the second Kansas district, (1896, 1900-01). Relocating to Kansas City, Missouri, in 1904, he was a banker, president of the Kansas City Board of Education and chairman of the Kansas City River and Harbor Improvement Commission, (1909-18). In 1919, he was elected as a Democrat to the Sixty-sixth Congress, serving until 1921. An unsuccessful candidate for reelection, he moved to Florida, where he was as a member of the Orlando Utilities Commission and engaged in banking until his death at age 66.
