U.S. Congressman. Born near Quincy, Florida, he attended the Quincy Academy, studied law at the University of Virginia, was admitted to the bar in 1853 and commenced to practice law in Quincy, Florida. He was a member of the Florida State House of Representatives (1856-59) and served in the Florida State Senate, (1860-62). With the outbreak of the Civil War, he enlisted in the Confederate Army and rose to the rank of Lieutenant Colonel. After the war, he member of the Florida State constitutional convention in 1865 and was elected as a Democrat to the Forty-fifth Congress and to the next six succeeding Congresses, serving (1877-91). After his term, he was member of the Florida State railroad commission, (1897-98) and practiced law until his death at age 75 in Quincy, Florida.
