US Congressman. Born in in Charleston, South Carolina, he graduated from South Carolina College in 1812, studied law, was admitted to the bar and commenced to practice law in Charleston, South Carolina. He was a member of the South Carolina State House of Representatives (1816-32), founded the Charleston Mercury in 1819 and was its editor, (1830-32). In 1833, he was elected as a Nullifier to the Twenty-third and Twenty-fourth Congresses, serving until 1837. An unsuccessful candidate for renomination, he was Mayor of Charleston (1837-40), collector of the port of Charleston (1841-42), plus tax collector of St. Philip's and St. Michael's Parishes, (1845-63). He died at age 68 in Charleston, South Carolina.
