Daughter of Sir Ralph de Neville, Earl of Westmorland and Joan de Beaufort. Granddaughter of Sir John de Neville and Maud de Percy, John of Gaunt and Katherine de Roet. Cecily was born at Raby Castle, Durham. Known as the White Rose of Raby.

Cecily was the wife of Richard Plantagenet, son of Sir Richard of York, son of Edmund Langley and Anne de Mortimer, daughter of Sir Roger and Eleanor Holand. They were married before 18 Oct 1424 and had the following children:

* Edward IV Plantagenet, Duke of York, King of England
