U.S. Congressman. He served as a Corporal in Company M, 22nd Regiment, Kansas Infantry, U.S. Army, during the Spanish-American War. After the war, he attended the University of Kansas at Lawrence, graduated from the law department of the University of Michigan, in 1906, was admitted to the bar and commenced to practice law in Marysville, Kansas. He was prosecuting attorney of Marshall County, (1907-11) and elected as a Democrat to the Sixty-third, Sixty-fourth, and Sixty-fifth Congresses serving (1913- 19). An unsuccessful candidate for reelection, he engaged in banking, Mayor of Salina, Kansas, (1926-30) and Kansas State highway director, (1931-32). In 1933, he was appointed Commissioner of Internal Revenue by President Franklin D. Roosevelt, serving until 1943. That same year, he was appointment as a Federal district judge for Kansas and served until his death.
