Connecticut Governor, Presidential Cabinet Secretary, US Diplomat. He served as Governor of Connecticut from 1869 to 1870, and from 1871 to 1873. He was then appointed as United States Minister to Russia, serving from 1873 to 1873, and as United States Postmaster General in the 2nd Administration of President Ulysses S. Grant, serving from 1873 to 1876.
