US Congressman. He was born in the small Portage County village of Windham, Ohio. He continued his education at Hiram College before moving to Columbus to study at the Ohio State University and then to Cleveland where he studied at Union Law College. After being admitted to the bar in 1859 the young attorney returned to Portage County and began to practice law in Ravenna, Ohio. During the Civil War he served as a major in the One Hundred Fourth Volunteer Infantry. In 1864 he moved to Youngstown, Ohio where he continued to practice law and where he became involved in politics. He served in the Ohio state Senate from 1867 to 1869. Four years later the Republican was elected to the US Congress. He served two terms from 1873 to 1877. His bid to be nominated for a third term was unsuccessful as he lost to a young lawyer named William McKinley. He returned to Youngstown where he practiced law until his death.
