Tennessee Governor, U.S. Senator. He graduated from the University of Tennessee, in 1878, studied law, was admitted to the Bar in 1880 and proceeded to practice law in Chattanooga, Tennessee. In 1902, he was elected as a Democrat the 28th Governor of Tennessee, serving until 1905. During his tenure, the state debt was reduced, funding for public schools was increased and improvements of mining conditions were made. After leaving office, he was elected as a Democrat to the United States Senate to fill the vacancy caused by the death of William B. Bate, serving (1905-11). An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 80. U.S. Congressman James Beriah Frazier, Jr., was his son.
