William Houston Parker was born on October 17, 1867, in De Witt County, Texas to Alexander Hamilton and Maryann Elizabeth Caddell. He had six siblings and they were Mary Columbianna "Molly", Jefferson Davis, Sarah Brooxie, Alexander Jackson, Erie Jane and Franklin Lafayette Parker.

William's father, Alexander, fought in the Civil War on the Confederate side in Company F, 2nd Calvary Regiment Texas, alongs side of his brother Willis and brother-in-law Joseph Brooks Caddell. These three men and their wives were citizens of the Republic of Texas.

William's grandfather was Matthew Arnold Parker and was appointed, May 17, 1801-March 19, 1862, First cheif justice of Sabine County, Republic of Texas. Matthew also serve in the Defensive Sabine Volunteers. President Sam Houston appointed Matthew Arnold Parker, cheif justice in Dec. 1836 and he was on a commission to detect fraudulent land claims in 1846.

On December 1888, William married Alva Tennessee "Tennie" Mitchel, in Bell County, Texas. Together, William and Tennie had six children. There children were Connie Bell, Eulala Mae, William Preston, Carl Prentice, Olyn Mitchell, and Alden Davis Parker. In 1945, William had to burry is wife of 57 years and he died five years later, at the age of 82, August 3, 1950, William Parker passed away.
