Howard was born December 9, 1941 in Baltimore, MD to the late Howard W. and Earner Petty McLaughlin. He was the eldest of nine siblings.
Howard was educated in the Danville Virginia Public School System and is a graduated member of the John M. Langston High School Class of 1960. Howard received an Associate Degree in Electronics from the College of Lake County, and numerous other military, college and professional development courses. Howard was a career electrician until his retirement from the State of Maryland.
Howard is an honorably discharged decorated veteran of both the US Air Force and the US Navy.
Howard was active in numerous civic, military and social organizations. These included the NAACP, American Legion, ACLU and others.
On March 11, 1983 he was united in marriage to Rezoila Duncan.
He leaves to cherish his memory his wife of 28 years, Rezoila Duncan McLaughlin, three brothers, Melvin D.(Barbara) of Baltimore, MD; Clifton of Atlanta, GA and Ernest R. of Woodbridge, VA: three sisters Bettie J. of Temple Hills, MD, Brenda L. of Danville, VA, and Debra F. of Ellicott City, MD; his mother in-law Louise Duncan, three sisters in-law, four brothers in- law, a host of aunts, uncles, nieces, nephews, cousins, other relatives and friends. In addition to his parents he was predeceased by two siblings Phyllis A. McLaughlin, and Jerry L. (Maureen) McLaughlin.
Funeral services will be held at 11:00 A.M. on Saturday, April 23 at Bradshaw & Range Funeral Home in Waukegan Ill, and Interment will take place at Abraham Lincoln National Cemetery with full military honors.
