Howard was the son of Sidney and Rozilla (Ammerman) Crane. He was born in Uswick, within the township of Paupack in Wayne County, Pennsylvania. He was a graduate of the Wharton School. He had been a partner with John Bates in the Bates Motor Company, and was affiliated with Sheeley Motor Company. Later, he became the office manager of the Russell Motor Company.

He served in World War I and was affiliated with Kock-Conly Post No. 121, American Legion, and the Masons, and was a member of Elm Park Methodist Church.

He was first married to Marian Ruth Camplin, daughter of George and Esther (Stone) Champlin, 3 Dec 1921 in Glenburn, Pennsylvania. Years after her death in 1924, he married second Alice Mildred Devine, daughter of James P. and Mattie (Kennedy) Devine, 23 Oct 1943 in Scranton.

Harold died in the Scranton State Hospital after a brief illness.
