Mayor of Cincinnati, Union Civil War Officer. Born in Cincinnati, Ohio, he was elected as the Mayor of Cincinnati in 1863 and served until 1866. When the Civil War began, he recruited a company of men to answer President Abraham Lincoln's call for volunteers in April, 1861. He commanded the 2nd Ohio Volunteer Infantry as Colonel when the regiment was reorganized for three years service in September, 1861. He served in General Ormsby M. Mitchell's Division and later with General William S. Rosecrans at the Battles of Stones River and Chickamauga. He was later appointed to organize and command the 137th Ohio National Guard Infantry. After the war, he was elected as the Mayor of Cincinnati and was responsible for reorganizing the Police Department. Although popular as Mayor, he resigned in 1866. He was an unsuccessful candidate for Mayor in 1871, losing a close election to S. S. Davis. He was also the president of the Cuvier Club from 1874 until his death in 1890. He died at his residence in Cincinnati when he was 65 years old.
