U.S. Congressman. Educated at Greenup Academy, he taught at public schools, studied law, was admitted to the bar in 1878 and commenced to practice law Greenup, Kentucky, in 1880. He also engaged in the mercantile business in 1885, was judge of Greenup County, (1897-1901) and a member of the Republican Kentucky State central committee, (1900-04). In 1905, he was elected as a Republican to the Fifty-ninth, Sixtieth, and Sixty-first Congresses, serving until 1911. An unsuccessful candidate for reelection, he continued to practice law until his death at age 64.
