US Congressman. Born in Republican, Kentucky, he studied law, graduated from Eastern Kentucky State Teachers College and taught in the rural schools of Knott County, (1912-15). He was high school superintendent at Raceland, Kentucky, (1917-19) and clerk of Greenup County, (1922-38). In 1938, he was elected as a Democrat to the Seventy-fifth Congress to fill the vacancy caused by the resignation of Fred M. Vinson, reelected to the Seventy-sixth Congress and to the next six succeeding Congresses, serving until 1953. An unsuccessful candidate for re-nomination, he practice law until his death at age 71 in Greenup, Kentucky.
