U.S. Congressman. He attended the private academy of N.M. Lloyd, studied law, was admitted to the bar in 1872 and commenced to practice law in Williamstown, Kentucky. He was prosecuting attorney of Grant County, (1872-76), a member of the Kentucky State House of Representatives, (1885-87) and served in the Kentucky State Senate, (1887-91). In 1890, he was elected as a Democrat to the Fifty-first Congress to fill the vacancy caused by the resignation of John G. Carlisle, reelected to the Fifty-second Congress, serving until 1893. An unsuccessful candidate for re-nomination, he relocated to Ohio and practiced law until his death at age 72.
