U.S. Congressman. He attended Gloucester Academy, graduated from the College of William and Mary and taught school in Accomac County. He studied law at the University of Virginia, was admitted to bar in 1899 and began the practice of law in Newport News, Virginia, in 1900. He served also on the legal staff of the Chesapeake & Ohio Railway and was vice-president of the Virginia Bar Association, (1914-15). In 1918, he was elected as a Democrat to the Sixty-fifth Congress to fill the vacancy caused by the death of United States Representative William A. Jones and reelected to the next sixteen succeeding Congresses, serving until his death at age 77.
