US Senator. In 1889 graduate of the University of Pennsylvania Law School, in 1890 he founded a law firm in Philadelphia, Pennsylvania that eventually became the firm of Pepper Hamilton LLP (which exists today with 11 offices). He was elected as a Republican Senator from Pennsylvania to the United States Senate to fill the vacancy caused by the death of Senator Boise Penrose, serving from 1922 until 1927.
