U.S. Senator. He was appointed a page in the House of Representatives in 1852, then transferred to the U.S. Senate and was made private secretary the U.S. Senator Stephen A. Douglas, serving until 1866. He then was appointed collector of internal revenue for the fifth district of Maryland, serving (1866-69) and was a member of the Maryland State House of Delegates, (1869-75). In 1880, he was elected as a Democrat to the United States Senate, serving until 1899. An unsuccessful candidate for reelection, he was again elected as a Democrat to the United States Senate, in 1902 and served until his death from a heart attack at age 67.
