U.S. Congressman. He graduated from the law department of Yale University in 1894, was admitted to the bar and commenced the practice of law in New Haven, Connecticut. He served as a Captain of Company C, 2nd Regiment of the Connecticut National Guard, (1897-1903), as a member of the Connecticut State Assembly, (1901-03), auditor of the City of New Haven, (1902-04) and secretary of the New Haven civil service commission, (1904-06). Moving to New York City in 1910, he was special Deputy Attorney General of New York State, (1911-13). In 1918, he was elected as a Democrat to the Sixty-fifth Congress to fill the vacancy caused by the resignation of Murray Hulbert, reelected to the Sixty-sixth Congress, serving until 1921. An unsuccessful candidate for reelection, he served as Deputy Attorney General in charge of the legal work of the New York State Labor Department, (1923-24) and resumed the practice of law in New York City until his retirement in 1936.
