Wyoming Governor. After serving in World War II with the U.S. Marine Corps, he received a law degree from the University of Wyoming Law School in 1949 and proceeded to practice law in Kemmerer, Wyoming. He became the Kemmerer Town attorney and the Lincoln County prosecutor. He also served as president of the Wyoming Bar Association, was executive secretary of the State Democratic Central Committee and a member of the Wyoming State House of Representatives, (1959-69). In 1974, he was elected as a Democrat the 28th Wyoming Governor, serving until 1987. During his three terms, he chaired the Western Governors' Conference, the Western Governors' Policy Office and the Interstate Oil Compact Commission. After leaving public office, he continued to practice private law until his death.
