US Congressman. Born in Bettsville, Ohio, during the Civil War he served in the Union Army first as a Sergeant, then as a 1st Lieutenant and adjutant of the 123rd Regiment, US Colored Infantry. After the war, he studied medicine and commenced practice in Iowa, until he studied law and was admitted to the bar in 1874. Returning to Ohio, he was a member of the State house of Representatives (1873-79) and as chairman of the Ohio State Democratic committee (1887-92). He also served as Seneca County auditor (1885-92) and as commissioner of railroads and telegraphs (1889-95), when he resigned to accept a position in the legal department of the Baltimore & Ohio Railroad Company. In 1897, he was elected as a Democrat to the Fifty-fifth Congress and to the next two succeeding Congresses, serving until 1903. An unsuccessful candidate for reelection, he resumed his legal position with the Baltimore & Ohio Railroad Company, until his death at age 68 in Tiffin, Ohio.
