U.S. Congressman. Born in Mount Vernon, Ohio, he attended Mount Vernon Academy, studied law, was admitted to the bar in 1852 and commenced to practice law in Mount Vernon, Ohio. He was prosecuting attorney of Knox County (1859-63), Mayor of Mount Vernon (1862-64) a member of the Ohio State House of Representatives (1872-74), Judge Advocate General of Ohio, (1879-84) and president of the board of education of Mount Vernon. In 1885, he was elected as a Republican to the Forty-ninth, Fiftieth and Fifty-first Congresses, serving until 1891. Not a candidate for re-nomination, he resumed the practice of law until his death at age 69 in Mount Vernon, Ohio.
