U.S. Congressman. Born near Millersburg, Ohio, he graduated from Princeton College in 1866, from the law department of the University of Michigan, was admitted to the bar of Ohio in 1868 and commenced to practice law in Mansfield, Ohio. He was prosecuting attorney of Holmes County, when he moved to Baltimore, Maryland, in February 1872. There he was appointed General Counsel of the Baltimore & Ohio Railroad Company, serving (1876-95). In 1895, he was elected as a Democrat to the Fifty-fourth Congress, serving until 1897. Not a candidate for re-nomination, he served as Chief Executive of the B&O Railroad Company, until he retired in 1901. He died at age 59 in Chicago, Illinois.
