Rachel Ridgely was born at noon on 7 February 1715 in Anne Arundel County, Maryland, to the Honorable Nicholas Greenberry Ridgely and his wife, Sarah Worthington. She married Colonel John Vining, 20 April 1749. Colonel Vining was speaker of the Delaware Assembly and Chief Justice of the Supreme Court of the Lower Counties of Delaware. The wedding ceremony was conducted by Rev Arthur Usher. Their sons were Benjamin and Nicholas Vining. Rachel Ridgely Vining died at two in the afternoon on 6 November 1753, aged 38. Her funeral was conducted by Rev Hugh Neil and her body was buried under her father's pew at Christ Episcopal Church in Dover, Delaware.
