US Congressman. Born in Orrville, Wayne County, Ohio Ebenezer Finley completed his education in the public schools, and had aspirations to follow in the professional footsteps of his uncle, US Congressman Stephen Ross Harris. Finley was in the process of studying law when the Civil War broke out. He joined Company K, 64th Ohio Volunteer Regiment, where he rose to the rank of First Lieutenant. Following his military service, he completed his law studies and was admitted to the Ohio Bar. In 1876 he was elected for the first of two terms to the United States House of Representatives, and served from 1877 until 1881. He chose not to run for a third term, preferring to return to his law practice. He was appointed Adjutant General of Ohio in 1884, and later served as a Judge of the Third Ohio Circuit Court from 1896-1897.
