U.S. Congressman. Moving to Ohio in 1874, he attended Ohio Northern College and taught school in Brown County. He graduated from the Cincinnati Law School in 1894, was admitted to the bar and commenced to practice law in Batavia, Ohio. He was managing editor of the Las Vegas Daily Record, in New Mexico, (1900-01), editor of the Daily Record, in Arkansas, (1901-02) and returned to Ohio, in 1903. He was prosecuting attorney of Clermont County, Ohio, (1906-09) and elected as a Republican to the Sixty-fourth Congress and to the next seven succeeding Congresses, serving (1915-31). An unsuccessful candidate for reelection, he engaged in the practice of law until his death.
