Arthur served as a Second Lieutenant & Pilot of P-39N #42-18440, 28th Fighter Squadron, 37th Fighter Group, U.S. Army Air Force during World War II.

He resided in Baltimore, Maryland prior to the war.

He enlisted in the Army Air Corps on March 21, 1942 in Baltimore, Maryland. He was noted, at the time of his enlistment, as being employed as an Airplane Mechanic and also as Single, without dependents.

Arthur died in the "Line Of Duty" when his P-39N crashed near Chame, Panama in a non-battle related incident during the War.

He was originally interred in Panama and was later repatriated here on April 27, 1948.
