US Congressman. Born in in Engleman Township, St. Clair County, Illinois, he graduated from college in 1894, and was employed as a teacher from 1895 to 1900. He then attended Wesleyan College in Bloomington, Illinois, and graduated with a law degree in 1898. Admitted to the Illinois State Bar Association the same year, he began a law practice in Belleville, Illinois. He was elected to two terms in the Illinois State Legislature, serving from 1904 to 1906, and from 1910 to 1914. He then relocated to East St. Louis, Illinois, and established a law practice there. After a four year term as United States attorney for the eastern judicial district of Illinois, he was elected as a Democrat to represent Illinois' 22nd Congressional District in the United States House of Representatives, serving from 1931 until his death in office in November 1932.
