U.S. Congressman. Born the son of Congressman Charles E. Hogg, he graduated from the University of West Virginia in 1914, from its law department in 1916, was admitted to the bar in and commenced practice in Point Pleasant, West Virginia. During World War I, he served in the Coast Artillery Corps and the Air Service, U.S. Army, (1917-19). After the war, he was prosecuting attorney of Mason County, (1921-24) and a member of the West Virginia State Senate, (1925-29). In 1930, he was elected as a Republican to the Seventy-first Congress to fill the vacancy caused by the death of James A. Hughes and reelected to the Seventy-second Congress, serving until 1933. An unsuccessful candidate for reelection, he was lawyer for the Association of Life Insurance Presidents,( 1935-44), executive vice president of American Life Convention, (1944-54) and senior vice president and vice chairman of the board, Equitable Life Assurance Society of United States, (1954-60). He also continued to served as a counsel to a law firm in Charleston, West Virginia, (1960-70).
