Presidential Cabinet Secretary. After graduating from the University of Wisconsin in 1934, he moved to Washington D.C., where he became Director of the Bureau of Research and Statistics in charge of program development and legislative coordination with Congress for the Social Security Board. In 1961, President John Kennedy appointed him Secretary of Health, Education and Welfare. He also carried in position for President Lyndon Johnson as Secretary of Health, Education and Welfare. After retiring at the end of a President Johnson's administration in 1969, he served as the president of the American Public Welfare Association and as a Professor of Public Affairs, at the University of Texas. He died as 73 while attending a conference in South Korea.
