Oliver was a son of Oregon Trail pioneers Hiram Smith Bishop and Anna Matheny Bishop. Her married Anne Powers in 1882, and they had eight children together:

1. Melvin Carl Bishop (1883-1969)
2. Albert C Bishop (1884-1960)
3. Iva Mable Bishop (1886-1906)
4. (Nora) Katie Bishop (Eells) (1889-1982)
5. Thomas Bishop (1891-1986)
6. Mary Anna Bishop (Hunter) (1894-1968)
7. Ruby Pearl Bishop (Ahern) (1897-1974)
8. (George) Walter Bishop (1899-1995)

By 1897 the family had moved from Oregon to Idaho.

Less than three months after giving birth to their eighth, Anne died, at the age of 37, and Oliver became a single-parent.

Oliver and family eventually moved to Washington.

In 1921, with all the surviving kids having reached majority, Oliver married a widow named Armina "Mina" Shannon Mitchell. Both of them were in their 60s by then. Mina would outlive Oliver by four years.

Several of Oliver and Anne's children lived into their 90s.
