Boston Mayor. Born in Boston, Massachusetts, he was a conservative man who spent more than half of his life serving the town and then the city. He graduated from Harvard College in 1784, studied law, was public prosecutor in 1800 and become a judge in 1803. He served on the Massachusetts General Courts for twenty-five years and was also the president of the Massachusetts Senate. When it came time for the town to develop a new charter that would establish Boston as a city in January 1822, Phillips voted for the charter and he was elected the first Mayor of Boston on May 1, 1822. At that time mayors were elected once a year and due to health reasons, Phillips chose not to run a second time. He died at age 52 in Boston, Massachusetts.
