Wouter (Walter) was born to Simon Westfall and Nelletje Quackenbosch at Fort Orange, which is now Albany, New York. The family then moved to Rochester Township in Ulster County, New York and the area around Accord, New York. In about 1725, Wouter wed Jannetje Pier. They had:
1) Margrietje (Margaret) C: 28 Sep 1726 KDC

Following the birth of their first child they moved to Dutchess County and bought land at present Rhinebeck, New York. There they had:
2) Nelletje (Cornelia) C: 17 Nov 1728 KDC
3) Lea C: 4 Nov 1733 KDC
4) Marrietje (Maria) C: 13 Jun 1737 KDC
5) Isaac C: 22 May 1739 RDC
6) Petrus C: 23 Aug 1741 RDC
7) Annetje (Anna) C: 25 Jan 1747 KDC

The children were christened (C:) by the Kingston Dutch Church (KDC) and the Rhinebeck Dutch Church (RDC).

Wouter died sometime after 1753 and as he was a member of the Rhinebeck Flatts (Rhinebeck) Reformed Dutch Church and his children were all married there, it is believed that is where he was buried.
