Louise was born and raised in Indianapolis. She was married twice, first to Rev. William Earl Barber in 1946. They had three children together.

Bill passed in 1963. At that point, Louise began a career as a graphic designer for the U.S. Department of Agriculture. She continued in that work until retiring in the 1980s. Her son Steve died in 1997 at age 49.

Louise married Col. James C. "Jack" Snipes in 1976, gaining two stepsons. Jack passed in 2004 and was inurned at Arlington. In her final years, Louise was a resident of The Fairfax military retirement community at Fort Belvoir. She died on January 5, 2011, at Inova Mount Vernon Hospital in Alexandria. She was inurned next to Jack on May 26, 2011.

The obituary stated, "She was a talented artist, gardener and pianist who used her many gifts to contribute to church ministries, community projects, and conservation of parks and natural resources."

Louise had endured several tragedies in her life. Her daughter said this in the summer of 2010: "My mom is my hero, a woman of strength, courage, and faith. She never complained about the bad things that happened to her, she just did what she had to do, and she did it all for us."
