Foy was born in Chilton County, Ala., and retired from Moss Creek Plantation as supervisor of golf maintenance equipment. He was a Baptist and a member of the American Motorcyclist Association; the Gold Wing Road Riders Association, Chapter E2 of Savannah; the Savannah chapter of ABATE; the National Rifle Association; and an honorary member of South Carolina Sheriffs Association.
He was a graduate of Outboard Marine Corporation School for Mechanics and a former police officer for Bluffton.

SURVIVORS: four sons, Jimmy Brown of West Palm Beach, Fla., Pete Brown of Bluffton, Gene Brown of Crete, Ill., and Ronnie Brown of Marathon, Fla.; two daughters, Teresa Tyler of Bluffton and Lesa Murrell of Beaufort; three sisters, Mary Flowers of Tallahassee, Fla., Melba Hughes of Coeur'd Alene, Idaho, and Opal Ford of Jacksonville, Fla.; 21 grandchildren and 20 great-grandchildren.

FUNERAL: 11 a.m. Saturday at Sauls Funeral Home, burial in Bluffton Cemetery. -Savannah Now, Oct 1999
