Col. Carroll was the second Commandant of the Soldier's Home in Lisbon, ND. He was also a State Commander of the GAR (Grand Army of the Republic (Union Army Veterans of the Civil War, for North Dakota, and had served as the Nation Vice President of the GAR.
Carroll was the second to the last living member of the GAR in North Dakota prior to his death. The sole survivor of the state was a GAR comrade and friend from Devils Lake, ND, Dallas G. Duell, who traveled with John to many state and national events.
Carroll was also an active Mason. His first funeral was held in Fargo, and the second was held in Lisbon where he was buried was Military and Masonic honors.
