Belinda was the daughter of Abraham Koontz and Elizabeth (Study) Koontz.

In the 1850 U.S. Census, Belinda and her older sister, Julia, were both born in Pennsylvania. All of their other siblings were born in Maryland.

Belinda married Levi Daniel Frock (15 Dec 1830 - 2 Mar 1901).

Levi was born in Carroll County, Maryland, to John and Elizabeth Frock. John and Elizabeth are buried in Saint Marys Cemetery, Silver Run, Carroll County, Maryland.

In the 1870 and 1880 U.S. Censuses, Levi and Belinda were living in Bath (Berkeley Springs), Morgan County, West Virginia, and he was a "farmer."

Belinda and Levi must have separated. In the 1900 U.S. Census. Levi was living in Gore, Hampshire County, West Virginia, and he says he is a widower.

Belinda died at the home of her daughter, Savannah Mary (Frock) Wareheim, near Littlestown. She was also survived by her daughter, Emma Katherine (Frock) Loudon, of Martinsburg, Berkeley County, West Virginia; two sons, John Thomas Frock, of Berkeley Springs, and Abraham J. Frock, of Brunswick, Frederick County, Maryland; and a sister, Savannah (Koontz) Boose, of Silver Run, Carroll County, Maryland.
