MARGARETTE RIGGINS LEACH, daughter of Jason and Lula Riggins, went to our Lord on December 23, 2007. Margarette was born in Goodwill, Mercer County, West Virginia on December 4, 1926. She graduated from Beaver High School in 1944 and from St. Mary's School of Nursing in 1948. She served the public as a nurse and elected official for nearly 60 years including 14 years as a member of the W.Va. House of Delegates. Her training and nature made her particularly concerned with health issues. She sponsored, supported, and helped create many programs which provided health care assistance to those without access, including the Children's Health Insurance Program (CHIPS). Near the end of her time with us, she was particularly honored to receive the Leadership Award from the Rural Health Association and to have the Prestera Center for Youth and Families named for her. Margarette is survived by her loving husband of 58 years, Tom, who misses her deeply. She is also survived by a brother and sister-in-law, Jason and Dot Riggins of Chapmanville, West Virginia; a son and daughter-in-law, Tim and Vickie Leach of Huntington; a daughter and son-in-law, Margaret and David Joffe of St. Petersburg, Florida; two grandchildren, Jason Neal of Huntington, his fiancée, Britany Miller, and Julia Paige Joffe of St. Petersburg; two precious great-grandchildren, Abby Jordan Neal and Gavin Ambrose Neal of Huntington; sisters-in-law and brothers-in-law, Alah and Harold Morgan of Cincinnati, Ohio, Wilma and Brian Withers of Louisa, Kentucky, Bob Leach of Paris, Tennessee, and Keith Zollar of Phoenix, Arizona; and many beloved nieces, nephews, grand-nieces and grand-nephews. Margarette and Tom have been long-time supporters of Marshall University and its men's and women's athletic teams. She will be sorely missed by her family and friends. In lieu of flowers the family requests that donations be made in her name to Hospice of Huntington, c/o P.O. Box 464, Huntington, WV 25709. The family would like to thank the entire staff of the Emogene Dolin Jones Hospice House in Huntington for their care, kindness and sympathy. Viewing will be at Hall Funeral Home in Proctorville, Ohio from 5 to 8 p.m. on December 26, 2007. The service will be at Hall Funeral Home officiated by Dr. Gary Patton on December 27, 2007, at 11 a.m. Graveside services will follow at Spring Hill Cemetery in Huntington
