Son of Paul D and Mary B 'Elliott' Kitt. He graduated from Chillicothe High School and William Jewell College in Liberty, MO in 1927. He received his law degree from the University of Missouri in 1930. He practiced in Chillicothe for 27 years before moving to Columbia, MO. He became the executive manager of the Missouri Bankers Association in 1957. He served 4 terms in the Missouri House of Representatives and as majority leader the last 2. He was Livingston County Prosecuting Attorney for 2 years. He was a director of the Chillicothe State Bank, University of Missouri Board of Curators for 6 1/2 years, member of the Board of Trustees of graduate school of banking at the University of Wisconsin. He belonged to the Episcopal Church, Rotary, Kappa Sigma, and Phi Delta Phi.
On August 12, 1944 he married Mary Susan Moberly in Kansas City, KS.
