Joseph was born to Peter and Magdelena Twardy Chmiel at home on August 6th 1911 in Bayonne NJ; however the mid wife who delivered him never filed his birth. It was told that when she was paid for services rendered, she went to local gin mill, got drunk never filing his birth.

Married to Estelle Hunka on September 3,1931 at St Anthony Polish RC Church in Jersey City, NJ

He was a diesel/auto mechanic for many years with his cigars as his trademark. He started out with his uncle John Chimiel who was a mechanic for the Public Service Coordinated Transport Company in Jersey City, aka Public Service Bus Company, Transport of NJ and now as NJ Transit. Joe was an avid bowler in his younger years belonging to local leagues.Joe also belonged to the Polish American Club of Spotswood NJ. He would listen to his Polish music on weekends especially Sunday's with "Happy Bernies Polka Party" He also was active in church functions of Immaculate Conception Church/School. Whether it be bingo or the church carnival
