U.S. Congressman. He served as a printing apprenticeship on a Reading Pennsylvania newspaper and worked in various departments of the newspaper. Entering politics, he was a member of the Pennsylvania State House of Representatives, (1899-1901), a delegate to the Democratic National Convention in 1908 and Berks County Controller, (1912-16). In 1943, he was elected as a Democrat to the Seventy-eighth and Seventy-ninth Congresses, serving until 1947. An unsuccessful candidate for reelection, he engaged in historical research and was a trustee of the Reading St. Matthew’s Lutheran Church, until his death.
