Was a strongly conservative Republican voice in Congress for 21 years and a candidate for Senate against Howard M. Metzenbaum at the time of his death. Was a ranking member of the House Committee on Education and Labor as well as a member of the Committee on the Judiciary and the Permanent Select Committee on Intelligence. Was a candidate for the Presidency in 1972 but failed to win a single delagate.
