He was born March 2, 1923, in Elmwood to George A. and Gertrude (King) Briggs. He married Virginia M. Brown on June 17, 1945, at the Trivoli United Methodist Church. She survives.
He was preceded in death by his sister, Betty Dikeman.
Russell proudly served his country during World War II, joining the U.S. Navy, serving in the Pacific on the USS New Jersey.
After serving, his main occupation was over the road trucking.
He was a member and past master of the Elmwood Masonic Lodge AF&AM.
