Iowa Governor. He attended Morningside College and earned a law degree from the University of South Dakota. Entering politics, he was a member of the Iowa House of Representatives, (1906-12) and Lieutenant Governor of Iowa, (1913-17). In 1917, he was elected as a Republican as the 22nd Governor of Iowa, serving until 1921. During his term, World War I issues were addressed, rural schools were consolidated, a state survey was authorized to establish locations of scenic and historic interests and a state park system was planned. After leaving office, he continued to be a favorite speaker for Republican Party events until his death at age 57.
