US Congressman. Born the son of US Congressman Joseph Wellington Byrns Sr, he graduated from St. Joseph's College Philadelphia and engaged in the business as a mortician, (1937-50). He was a county registrar for the Bureau of Vital Statistics (1934-39), chief deputy United States Marshal (1940-43) and United States Marshal for the eastern district of Pennsylvania, (1943-45). In addition he also was the senior disbursing officer of the Pennsylvania State Treasury (1945-50) and a member of the Pennsylvania State House of Representatives, (1951-52). In 1953, he was elected as a Democrat to the Eighty-third Congress and to the next nine succeeding Congresses, serving until 1973, when he retired.
