Presidential Cabinet Secretary. He graduated from Harvard Law School and was practicing law in New York City, at the start of World War I. During the war, he served as a Major in the US Army and received the Distinguished Service Cross for heroism in France. In 1930, President Herbert Hoover appointed him the US Judge of the Southern District New York and President Franklin D. Roosevelt appointed him Judge of the US Court of Appeals for the Second Circuit in 1939. He left the bench of the Second Circuit in 1940, when President Franklin D. Roosevelt made him Undersecretary of War. In position, he was instrumental in the mobilization of the armed forces preparatory to and during World War II. In 1945, President Harry S, Truman appointed him the Secretary of War and he served until 1947, when he returned to his law practice. He later served as the president of the Bar Association of New York City and the president of the Council of Foreign Relations. He died at age 60 in a airplane crash.
