Judge Carter was the son of William and Ann Elizabeth Kelly Carter and husband of Idru Illinois Tucker of Macon County, Tenn. He was a teacher, County Superintendent of Schools of Monroe County for one term. He was Circuit Judge of the 29th District of Ky. which he held for 36 years. Their children were: Abe P. Carter, Dr. T. L. Carter James C. Carter Jr. and 4 daughters Pearl, May, Jessie and Vivian. Picture courtesy of the Courier Journal.
