Illinois Governor. Moving to Illinois, in 1883, he established a successful career in the mercantile business. He also was influential in the organization of the Mount Vernon Third National Bank, in 1901. In 1928, he was elected as a Republican the 27th Governor of Illinois, serving until 1933. While he was in office, taxpayers were granted some relief when legislation was adopted that eased penalties on overdue taxes and allowed for the issuance of emergency bonds. In addition a motor fuel-tax was instituted for improvements in the highway system, the first unemployment commission was initiated and federal grants were sanctioned for the completion of the Lakes to the Gulf Waterway. Not seeking reelection, he lived in retirement until his death at age 77.
