United States Navy Admiral. He was Chief of Naval Operations from July 21,1923 until November 14,1927. He graduated from the United States Naval Academy in 1885 and saw combat on the Battleship Oregon during the Battle of Santiago in the Spanish American War. He was the Superintendent of the Naval Academy during World War I. He commanded the Atlantic Fleet Battleship Divisions from 1919 until 1921; he then became Commander-In Chief, Pacific Fleet until 1923. After leaving his post as Chief of Naval Operations he served on the General Board until his retirement in August 1928.
