United States Navy Admiral. He was Chief of Naval Operations from August 17,1953 until August 17,1955. He graduated from the United States Naval Academy in 1916 and served on submarine duty in the Atlantic during World War I. He earned the Navy Cross at the Battle of Leyte Gulf during World War II. After the war he became Deputy Chief of Naval Operations and later, commander of the Second Fleet. He was the Commander-In-Chief of the North Atlantic Treaty Organization Forces in Southern Europe from 1951 until 1953. He retired in 1955.
